【摘要】 植物检疫是以立法手段防止植物及其产品在流通过程中传播有害生物的一种措施。在对山西省各级植物检疫机构开展农业植物检疫调研的基础上,本文梳理和回顾分析2016—2020年山西省植物检疫工作现状及存在问题,提出了尽快修订完善《植物检疫条例》相应条款、稳定植物检疫员队伍、改良植物检疫人员技术能力和装备、提高植物检疫资金投入、确保植物检疫人员战斗力的工作对策,从而保障农业生产安全和生态环境安全。更多还原

【Abstract】 Plant quarantine is a measure to prevent plants and their products from spreading pests in circulation by means of legislation. On the basis of carrying out agricultural plant quarantine investigation at different levels of plant quarantine stations in Shanxi Province,this paper combed and reviewed the present situation and existing problems of plant quarantine work from 2016 to 2020 in Shanxi Province,and put forward countermeasures in the future. It was suggested to revise and improve the corresponding provisions of the Plant Quarantine Ordinance as soon as possible,stabilize the team,improve the technical ability and equipment of plant quarantine staffs,improve the investment of plant quarantine funds,and ensure the combat effectiveness of plant quarantine staffs,so as to ensure the safety of agricultural production and ecological environment.更多还原
