【摘要】 近期,天津、河北、江苏、宁夏四省区市相继修订本地实施《妇女权益保障法》办法,将法规名称一律改为"妇女权益保障条例"。以"条例"取代"实施办法"是保障妇女权益地方法规更加系统全面的体现。赋予地方法规和政策性别平等评估机制的合法地位、确立提升妇女参政议政能力的具体措施、建立纠正就业歧视行为的联合约谈机制、增设父母共同育儿假,是四省区市"条例"在妇女权益保障制度机制上的创新举措。四省区市的修法实践有助于拓展地方立法空间,助推修改《妇女权益保障法》。更多还原

【Abstract】 Recently, the four provinces of Tianjin, Hebei, Jiangsu, and Ningxia have successively revised the local implementation of the Law on the Protection of Women’s Rights and Interests, and all the names have been changed to the Regulations on the Protection of Women’s Rights and Interests. It is a systematic and comprehensive manifestation of women’s rights regulations protecting local legislation to replace "implementation measure" with "regulation". The mechanical innovations of the "Regulations" of the four provinces in the protection of women’s rights and interests contain the legal status of the gender equality assessment mechanism for local laws and policies, the establishment of specific measures to enhance women’s ability to participate in politics, the establishment of a joint interview mechanism to correct employment discrimination, and the addition of parental leave. The practice of law amendments in the four provinces will help to expand the space for local legislation and promote the revision of the Law on the Protection of Women’s Rights and Interests.更多还原
