【摘要】 运用三阶段DEA模型和超效率模型对2018年我国"一带一路"沿线18个省份中职教育资源配置的效率进行评价。研究发现,由于受制于较低的规模效率,2018年沿线18个省份整体尚有20.5%的改进空间。海南、广东、广西、重庆、云南、福建6省的效率较高,投入要素结构相对合理;其余12个省份的效率则相对较低,除浙江省表现为规模报酬递减外,余下11个省份表现为规模报酬递增。区域经济发展水平和区域城镇化水平对"一带一路"沿线边疆地区的中职教育资源配置效率具有显著影响。为此,未来改进方向在于兼顾技术进步的同时,重点提升规模效益;对于东北和西北边疆省份要加大财政和人才两个方面的政策扶持力度;充分挖掘资源配置较优省份的经验,并加以推广。更多还原

【Abstract】 The efficiency of resource allocation in secondary vocational education of the 18 provinces along "the Belt and Road" in 2018 was evaluated by using the three stage DEA model and the super efficiency model.It is found that due to the low scale efficiency,there is still 20.5% room for improvement in the 18 provinces along the line in 2018.Among them,Hainan,Guangdong,Guangxi,Chongqing,Yunnan,Fujian and other six provinces have higher efficiency and relatively reasonable input factor structure.The efficiency of the remaining 12 provinces is relatively low.Except for Zhejiang Province with decreasing scale reward,the remaining 11 provinces are increasing in terms of scale reward.The levels of economic development and regional urbanization have a significant impact on the allocation efficiency of secondary vocational education resources in the regions along "the Belt and Road".For this reason,the future improvement direction is to give consideration to the technical progress,and focus on improving the scale efficiency;for the northeast and northwest frontier provinces,the policy support in terms of finance and talents should be increased,and the experience of provinces with better resource allocation should be fully made use of and promoted.更多还原
