中国综合减灾发展趋势研究

【摘要】 综合减灾的"综合"是各灾种、各阶段和各环节的综合,是资源和手段的综合,也是信息技术和科学技术的综合。通过对中国知网数据和《灾害学》期刊论文数据的定性与定量分析可知:从灾种来看,综合减灾研究的是地质灾害、地震灾害和气象灾害;从过程研究来看,每一种灾害的研究都是全过程综合性研究;从阶段性研究来看,灾前风险研究和灾后经验教训研究较多,应急救援的研究较少。总体来说,我国综合减灾研究现阶段还停留在政策研究和理论研究阶段,技术应用和行业指导作用较少。因此综合减灾发展可以增加技术和行业应用层面的研究,把新技术运用于综合减灾研究与实践,实现科学减灾。

【Abstract】 The comprehensive disaster reduction includes not only all types, stages and links of disasters, but also resources and means, as well as information and science technology. The paper data of CNKI and Journal of Catastrophology were be analyzed qualitatively and quantitatively. Conclusions are as follows: The main disasters what comprehensive disaster reduction research are geological, seismic and meteorological disasters; The study of disaster are the whole process; There are more risk or experience and lessons studies than emergency studies; As a whole, comprehensive disaster reduction is still in the stage of policy research and theoretical research.Relatively, less applied research. So, the development of comprehensive disaster reduction would pay attention to the research on technology and application. New technologies would be applied to the practice of comprehensive disaster reduction, which achieve scientific disaster reduction.
