中国省域科技创新效率的影响因素及时空异质性分析

Analysis on Determinants and Spatiotemporal Heterogeneity of Science and Technology Innovation Efficiency at Chinese Provincial Level

【摘要】 基于我国31个省份科技创新发展现状,运用DEA模型和时空地理加权回归模型对科技创新效率进行测度及时空异质性分析。研究发现,目前我国科技创新主要呈现规模效率,提高教育经费支出能够有效促进我国科技创新效率,其余各指标对科技创新效率的影响存在空间分异;各因素对科技创新效率的影响在不同地区都存在一定的差异,但东西部地区差异更大。基础设施环境、非农产品总值占比、教育经费对科技创新效率始终为正效应。进一步分析表明,要提高我国科技创新效率,必须加速科技成果产业化和科技产业结构升级;明确政府在科技创新中的职能定位,完善财政支出的管理与监督体质,优化与规范财政支出结构和管理方式;加速区域科技人才聚集,以及进一步提高基础设施水平和因地制宜制定区域科技创新发展战略。

【Abstract】 Based on the development status of science and technology innovation in 31 provinces(cities) in China, this paper uses DEA model and GTWR model to measure the efficiency of science and technology innovation and analyze its spatiotemporal heterogeneity. The results show that there is a scale efficiency of science and technology innovation in China at present, and the improvement of education expenditure can effectively promote the efficiency of science and technology innovation in China, while the influence of other indicators on the efficiency of science and technology innovation is spatially different. The impacts of various factors on the efficiency of scientific and technological innovation vary greater in the eastern and western regions. The infrastructure environment, the proportion of the total value of non-agricultural products and the education expenditure present positive effects on the efficiency of science and technology innovation. In order to improve the efficiency of science and technology innovation in China, we should accelerate the industrialization of science and technology achievements and upgrade the structure of science and technology industry; establish the function orientation of the government in scientific and technological innovation, perfect the management and supervision constitution of financial expenditure, optimize and standardize the structure and management mode of financial expenditure; speed up the gathering of regional scientific and technological talents, further improve the level of infrastructure and formulate regional scientific and technological innovation development strategies according to local conditions.
