能源系统面对气候变化的脆弱性与适应举措研究

【摘要】 气候变化与能源系统有密切联系,化石能源消耗导致气候变化,气候变化对能源系统的影响也日益显著。本文首先从能源供给、能源消费、能源输送、分配转移与能源基础设施等方面,分析能源系统面对气候变化的脆弱性;其次,提出仅靠目前的减缓措施无法充分应对气候变化带来的不确定性,需提高能源系统面对气候变化的适应能力,将减缓措施与适应措施权衡实施;再次,根据能源系统面对气候变化的脆弱性,分部门针对性提出能源发展适应气候变化的举措;最后,对我国能源系统适应气候变化发展提出建议,为提升能源系统弹性、制定能源领域政策提供借鉴。

【Abstract】 Climate Change is closely related to the energy system. Energy consumption leads to climate change, and climate change has an increasingly significant impact on the energy system. Firstly, this paper analyzes the vulnerability of energy system to climate change from the aspects of energy supply, energy consumption, energy transmission, distribution and transfer, and energy infrastructure. Secondly, this paper propose that it is only adopt the current mitigation measures that cannot fully deal with the uncertainties brought by climate change, and the energy system should improve the adaptation to climate change and balance mitigation measures and adaptation measures. Thirdly, according to the vulnerability of energy system to climate change, the measures for energy development to adapt to climate change are proposed in different sectors. Finally, the paper puts forward some suggestions for China’s energy system to adapt to climate change and provide references for improving energy system resilience and formulating energy policies.
