研发要素流动与高技术产业创新能力
R&D Factor Flow and High-Tech Industries’ Innovation Ability
【摘要】 本文利用2004—2016年中国高技术产业地区面板数据,采用空间计量模型、中介模型及面板分位数回归模型考察研发要素流动对高技术产业创新能力的影响。研究表明:(1)中国高技术产业创新能力呈现整体上升态势,具有显著的空间溢出效应、空间集聚效应与路径依赖性;(2)R&D人员流动、R&D资本流动对高技术产业创新能力均产生了显著的"挤入效应",经济政策不确定性、贸易政策不确定性在R&D人员流动与其创新能力之间存在显著的正向调节作用;(3)R&D人员流动、R&D资本流动均通过资源效率的改善进而促进高技术产业创新能力,R&D人员流动、R&D资本流动对高技术产业创新能力的边际效应均呈倒U型关系。
【Abstract】 Based on the panel data of provincial high-tech industry from 2004 to 2016,this paper investigates the influence of R&D factor flow on high-tech industries’ innovation capacity by using spatial econometric model,mediation model and panel quantile regression.The results are as follows.(1)China’s high-tech industry innovation ability shows an overall upward trend,significant spatial spillover effect,spatial agglomeration effect and path dependence.(2)R&D personnel flow and R&D capital flow have significant "crowding in effect"on the high-tech industries’ innovation ability.Economic policy uncertainty and trade policy uncertainty has a significant positive regulatory effect on the relationship between R&D personnel flow and innovation ability.(3)R&D personnel flow and R&D capital flow promote the high-tech industries’ innovation ability through the improvement of resource efficiency.Taking the cross factors of R&D factor flow and economic policy uncertainty as threshold variables,the effect intensity of R&D personnel flow and R&D capital flow on high-tech industries’ innovation ability shows inverted U-shaped relation.
