以社区学习性为主的防灾减灾水平评价指标体系构建

【摘要】 社区作为防灾减灾的基本单位,其应对突发灾害的能力对构建韧性城市具有重大意义。本文从社区稳定性、社区恢复力、社区学习性等三个方面着手,研究构建了以社区学习性为主的防灾减灾水平评价指标体系,旨在为社区生活圈常态化防灾减灾体系的构建提供科学依据。

【Abstract】 As the basic unit of disaster prevention and mitigation, the ability of community to deal with sudden natural disasters is of great significance to the construction of a resilient city. After the outbreak of sudden natural disasters, whether the community can flexibly learn from the process of disaster first aid, and timely adjust the spatial and management systems become the key to improve the level of community disaster prevention and mitigation. This paper systematically constructs the evaluation index system of disaster prevention and mitigation level, which is mainly based on community learning, including community stability, community resilience and community learning, among which community learning is the main factor to highlight the importance of community learning ability after disaster. The aim of this paper is to establish a feasible evaluation system and provide a scientific basis for the construction of the normalized disaster prevention and mitigation system of community life circle.
