【Abstract】 As the basic unit of disaster prevention and mitigation, the ability of community to deal with sudden natural disasters is of great significance to the construction of a resilient city. After the outbreak of sudden natural disasters, whether the community can flexibly learn from the process of disaster first aid, and timely adjust the spatial and management systems become the key to improve the level of community disaster prevention and mitigation. This paper systematically constructs the evaluation index system of disaster prevention and mitigation level, which is mainly based on community learning, including community stability, community resilience and community learning, among which community learning is the main factor to highlight the importance of community learning ability after disaster. The aim of this paper is to establish a feasible evaluation system and provide a scientific basis for the construction of the normalized disaster prevention and mitigation system of community life circle.更多还原
