大型医用设备配置与使用管理现况及策略研究
Research on the current situation and management strategy of large medical equipment allocation and application
【摘要】 目的:通过政策管理手段,综合卫生技术评估和信息化管理,加强大型医用设备的科学规划和合理配置。方法:采用文献研究法分析国内外大型医用设备政策管理和信息化建设现状,针对国内大型医用设备整体配置水平较低、地区间配置不均衡和设备利用率不高等问题提出应对措施。结果:许可证制度和技术评估已应用于大型医用设备配置管理,大型医用设备管理应从提高资源配置的公平性、提升设备精细化管理水平、强化医用设备配置后的使用监管和技术人员的培训监管以及社会办医疗机构设备监管等方面着手,使医用设备配置和使用管理措施更趋于系统化和科学化。结论:借助卫生技术评估和信息化手段,建立医用设备配置与使用考核评价指标体系,有助于加强医疗机构尤其是社会办医疗机构大型医用设备的全周期管理。
【Abstract】 Objective: To strengthen the scientific planning and rational allocation of large medical equipment through policy management, comprehensive health technology assessment and informatization management. Methods: The current situation of policy management and informatization construction for large medical equipment at home and abroad was analyzed by means of literature research, and countermeasures were put forward aiming at such problems as low overall allocation level of domestic large medical equipment, unbalanced allocation among regions and low utilization rate of equipment, etc.. Results: The permit system and technical evaluation have been applied in the management of large medical equipment allocation. For the management of large medical equipment, efforts should be made to improve the fairness of resource allocation, enhance the refined management of equipment, strengthen the supervision of medical equipment after allocation, the training and supervision of technical personnel, as well as the management of social medical institutions, so as to make the allocation and use of medical equipment more systematic and scientific. Conclusion: The establishment of an assessment and evaluation index system for the allocation and use of medical equipment with the aid of health technology assessment and information technology is conducive to strengthen the fullcycle management of large medical equipment in medical institutions, especially society medical institutions.
