【摘要】 我国全民战疫的成功证明,以公立医院为主体的国家医疗服务制度是保障公益性、质优价廉的医疗体制,有利于控制医疗费用、优化医患关系、调动医务人员积极性。当前,应该抓住抗疫契机,总结推广抗疫经验和三明等地方的医改实践,打一场医改"大决战",对医疗卫生体制的顽瘴痼疾来一场"大扫除"。要加强党对医改的领导,建立保障公立医院公益性的医疗卫生制度。深化对公立医院功能定位、规模布局、财政投入、薪酬制度、编制制度、管理体制等全面改革,下决心突破政策瓶颈,实现全国公立医院由逐利性向公益性的根本转变、由"治疗为中心"向"健康为中心"的根本转变。更多还原

【Abstract】 The success of China’s control on the Covid-19 epidemic has proved that the National Healthcare Service(NHS) system with public hospitals as the main body that ensures public welfare, high quality and low price. This is conducive to control medical expenses, optimize doctor-patient relations and transfer the enthusiasm of medical personnel. At present, we should seize the opportunity of anti-epidemic,summarize and promote the experience of anti-epidemic and the practice of medical reform in Sanming and other places, fight a "decisive battle" of medical reform and "clean up" the stubborn diseases of the medical and health system. We should strengthen the CPC party’s leadership over medical reform and establish a medical and health system to ensure the public welfare. We should deepen the comprehensive reform of the functional orientation, scale layout, financial support, salary system, staffing system and management system of public hospitals, and resolve to break through the policy bottleneck and realize the fundamental transformation of national public hospitals from profit seeking to public welfare, and from "treatment-centered" to "healthcentered".更多还原
