【摘要】 人工智能技术的发展对世界产生了变革式的影响,导致处于"边缘"地位的第三世界国家面临新一轮的发展困境,加剧了第三世界国家经济社会发展的落后性、国防安全的薄弱性、对外关系和发展环境的脆弱性和不稳定性,加大了世界体系"中心"与"边缘"之间的结构性差距,让世界走向一个更加不平等的时代。第三世界国家在面临挑战的同时,要抓住人工智能技术的机遇发展自身;发达国家要积极承担国际责任、履行国际义务,引导和建立兼顾友好性与正义性的人工智能多方合作协调机制;国际社会也要联合各方力量加强对人工智能的全球治理,建立普适性的人工智能伦理法规和价值体系,维护公平正义,使人工智能技术始终朝着有利于全人类文明共同进步的方向健康发展。更多还原

【Abstract】 The development of artificial intelligence technology has had a transformative impact on the world, leaving the "marginalized" Third World countries in the face of a new round of development dilemmas, and aggravating the backwardness of economic and social development, the weakness of national defense security, and the fragility and instability of foreign relations and development environment of the Third World countries, increasing the structural gap between the "center" and "periphery" of the world system, and moving the world towards a more unequal era.
