【摘要】 传染病是人类共同的敌人,社会的流动化特征可能会加剧新冠肺炎疫情潜在的蔓延趋势,对人民生命健康安全和社会经济发展造成严重的短期冲击和损失。自2020年1月底以来,中国将多部门合作、群防群控、全社会参与、科技支撑决策等理念融入新冠肺炎疫情防控的基本原则和策略中,构筑国内统一的系统性战"疫"防线,形成疫情防控的综合治理;并且与其他国家和地区紧密合作与交流,有效地抵制了国内新冠肺炎疫情的冲击,也为全球疫情防控赢得了宝贵的窗口期。然而,面对"非常态"下共同善的扩张,最广大人民的生命健康权是制定并实施疫情防控策略的出发点,需要加强伦理规制和法治建设及配套措施,实现防控主体和客体权益的适当平衡;面对国际存在的疫情歧视和污名化现象、全球疫情大流行态势,需要以人道主义精神,强化人类命运共同体理念,共建国际危机应对、防疫体系和协调互助机制。更多还原

【Abstract】 Infectious diseases are the common enemy of mankind.The fluidization characteristic of society may exacerbate the potential spread of COVID-19,and cause severe short-term impacts and losses to people’ life and health safety and social and economic development.Since the end of January 2020,China has incorporated the concept into the basic principles and strategies of COVID-19 prevention and control,which including inter-departmental cooperation,mass prevention and control,the participation of the whole society,science and technology support decision-making.China has built a unified and systematic domestic line of defense against COVID-19 and form a comprehensive management of epidemic prevention and control.It has also worked closely with other countries and regions,effectively resisted the impact of COVID-19 in China and provided a valuable time for the prevention and control of COVID-19 globally.However,in the face of common expansion under abnormal conditions,the right to life and health of the most people are the starting point for formulating and implementing the prevention and control strategies.It is necessary to strengthen ethical regulation,rule of law construction and supporting measures,to achieve an appropriate balance between the rights and interests of subjects and objects.In the face of international epidemic discrimination and stigmatization,and the global epidemic situation,it is necessary to strengthen the concept of a community with a shared future for mankind in a humanitarian spirit,and build an international crisis response,prevention system and a coordination and mutual assistance mechanism.更多还原
