【摘要】 [目的/意义]本文通过对我国地方政府大数据产业政策的相关政策文本进行框架性量化分析,探究我国地方政府大数据产业政策的重点关注领域和问题,分析其中的政策特征和存在问题,为完善相关政策及治理方向提供建议。[方法/过程]本文采用政策内容量化研究方法,以我国29个省级地方政府及其所辖地市级地方政府颁布的198篇大数据政策为样本,以大数据产业政策的政策作用、目标主体和政策工具选择3个维度作为政策分析框架,结合政策情境5类分析模式,进行文本统计和分析。[结果/结论]通过分析发现,大数据产业政策的顶层设计和目标导向有待完善;应强化大数据技术研发与创新的政策措施;应进一步完善对产业环节数据安全的治理规制。更多还原

【Abstract】 [Purpose/Significance] This paper explored the key areas and issues of big data industry policies made by local governments in China through a quantitative analysis of policy text. The analysis framework proposed in the paper can contribute to the understanding of features and weaknesses of big data industry policies and be useful for policy improvement.[Methods/Process] The paper adopted the method of quantitative analysis of policy texts and there were 198 big data industry policies issued by local governments in China used for data analysis. In this paper,the analysis framework consisted of three dimensions: policy function,policy subject,and policy tool. [Results/Conclusions] The results suggested that the top-level design and goal orientation of big data industry policies should be improved; policies for research and innovation of big data technologies should be strengthened; and regulations on data security governance in big data industrial should be further improved.更多还原
