【摘要】 2018年9月，28部门联合发布了《关于对严重危害正常医疗秩序的失信行为责任人实施联合惩戒合作备忘录》,对严重危害正常医疗秩序的失信行为责任人展开了跨部门联合惩戒。本文通过国家卫生健康委信用体系建设的试点应用，探讨对严重危害正常医疗秩序的失信行为责任人如何落实联合惩戒措施，重点探讨在推动和落实《备忘录》内容中卫生健康行业应做哪些工作，包括卫生健康行业内部共享共用失信信息，通过挂号系统、限制医保使用、限制设立卫生健康行业管控的审批事项等方式，让失信行为人寸步难行!更多还原

【Abstract】 In September 2018, 28 departments jointly issued the Memorandum of the Joint Punishment for Responsible Persons for Breach of Trust that Seriously Endanger the Normal Medical Order, and conducted the inter-departmental joint punishment for people for breach of trust that seriously endanger the normal medical order. Through the pilot application of the credit system construction of the National Health and Health Commission, this paper discussed how to implement joint punishments for responsible persons for breach of trust that seriously endanger the normal medical order, and focused on what the health care industry should do to promote and implement the contents of the Memorandum. Through sharing information on breach of trust within the health care industry, registering the system, restricting the use of medical insurance, and restricting the approval matters controlled by the health care industry, make it difficult to seek medical service for the responsible person.更多还原
