【摘要】 [目的]分析新医改以来城乡医院对口支援相关政策的内容特征和变化趋势,为我国城乡医院对口支援政策的完善提供参考。[方法]将2009-2020年国家层面发布的与城乡医院对口支援相关的51份政策文本作为研究对象,对政策演变历程进行梳理,借鉴McDonnell&Elmore和Schneider&Ingram关于政策工具的分类,构建政策分析框架,对政策文本进行编码、归类,分析政策工具使用情况。[结果]城乡医院对口支援政策体系逐步完善,相关政策中权威型和能力建设型政策工具占比最高,分别达到45.62%和41.70%,远高于激励型政策工具的7.55%,以及象征劝诫型政策工具的5.13%。从本研究划分的3个发展阶段来看,权威型和激励型政策工具占比呈下降趋势,而能力建设型政策工具的占比则由31.75%上升至53.49%,象征劝诫型政策工具占比的变化较为平稳。[结论]我国城乡医院对口支援的政策工具结构有待优化,权威型和能力建设型政策工具占据主导地位。更多还原

【Abstract】 Objective To analyze the content characteristics and change trend of partner assistance in urban and rural hospitals since the new medical reform so as to provide reference for the improvement of partner assistance policy in China. Methods It took 51 policy texts which related to partner assistance in urban and rural hospitals and published at the national level from 2009 to 2020 as the research objects. The evolution of the policies was summarized, the classification of policy tool was used for reference of Mc Donnell & Elmore and Schneider & Ingram’s, built policy analytical framewotk, conducted coding and classification for policy texts, and analyzed the use of policy tool. Results The policy system of partner assistance in urban and rural hospitals has been gradually improved. The proportion of authoritative and capacity-building policy tool in relevant policies was higher which accounted for 45.62% and 41.70% respectively, it was far higher than 7.55% of incentive policy tool and 5.13% of symbolic exhortation policy tool. From the three development stages of this study, the proportion of authoritative and incentive policy tool showed down trend, while the proportion of capacity-building policy tool increased from 31.75% to 53.49%. The proportion of symbolic exhortation policy tool changed relatively stable. Conclusions The structure of policy tool for partner assistance in urban and rural hospitals in China needs to be optimized, and the authoritative and capacity-building policy tools occupy the dominant position.更多还原
