【摘要】 回顾了我国自2009年新医改方案公布后逐步取消药品加成试点改革的相关文件,从综合改革框架和医药服务价格调整方面梳理了取消药品加成改革方案的现状,分析药品加成取消改革中资金缺口补偿不到位、医院费用结构优化程度有限、医疗服务缺乏科学系统的定价机制、药品回扣普遍存在等问题,提出政府应分地区、分类别、分层次进行补偿;逐步提高医疗服务价格制定的科学性、系统性及时效性;实现门诊病历电子化,疾病诊疗规范的建立,接入医保平台,医保系统监督医生诊疗行为,加大处罚力度等建议。更多还原

【Abstract】 It reviews relevant document of cancelling drug price addition pilot reform since the publishment of new medical reform plan in 2019 in our country. Tease status quo of cancelling drug price addition reform scheme from the aspects of comprehensive reform frame and medicine service price adjustment. Analyze the problems of unfulfillment compensation for the financial gap in cancelling drug price addition reform, limited extent of medical expense structure optimization, lacking of scientific and systematic pricing mechanisms in medical services, and the prevalence of drug rebate. It suggests that government compensation should according to regions, categories and levels, scientificity, systematicness and timeliness of medical services price should be gradually improved, the establishment of electronization for outpatient medical records and standard disease diagnosis and treatment, place in medical insurance platform, medical insurance system supervises doctors’ diagnosis and treatment behavior, increase the intensity of punishment and so on.更多还原
