我国医疗卫生机构收入对支出的影响研究——基于动态面板数据回归模型的实证分析

【摘要】 [目的]了解我国医疗卫生机构收入规模和结构对总支出的影响。[方法]选取2008-2017年我国31个省份医疗卫生机构收支数据,利用差分GMM估计法,进行动态面板数据回归模型分析。[结果]上一期总支出的自回归系数显著为正,总支出对总收入、财政补助收入与医疗(事业)收入比值、财政补助收入、医疗(事业)收入的弹性系数分别为0.9131、-0.0650、0.2841和0.4344。[结论]我国医疗卫生机构总支出增长具有惯性动态特征;我国医疗卫生机构总支出略低于总收入的增长速度;我国医疗卫生机构收入不但受总收入规模的影响,还受收入结构的影响,财政补助收入与医疗(事业)收入的比值越高,总支出增长越慢。

【Abstract】 Objective To investigate the impact of income scale and structure of China’s medical and health institution on total expenditure. Methods Based on the data of income and expenditure of medical and health institutions in 31 provinces of China from 2008 to 2017, the dynamic panel data regression model was analyzed by DIF-GMM estimation method. Results The autoregression regression coefficient of last period total expenditure of China’s medical and health institutions was significantly positive. The elasticity coefficient of total expenditure to total income, ratio of financial subsidy income and medical(career) income, financial subsidy income and medical(career) income was 0.9131 、-0.0650 、 0.2841 and 0.4344 respectively. Conclusions The growth of total expenditure of medical and health institutions in China has the characteristics of inertia and dynamic, the total expenditure is slightly lower than growth rate of total income. The income is not only affected by scale of total income, but also by income structure. The higher of the ratio of financial subsidy income and medical(career) income is, the slower of the growth of total expenditure is.
