【摘要】 加强乡村基础设施投资效率对改善乡村的民生问题有重要意义。全过程工程咨询是一种创新的管理模式,能有效避免传统模式下的碎片化管理,有助于提高乡村基础设施的投资效率,助力乡村振兴。本文通过引入前景理论从决策者感知价值的角度构建了"企业-政府"的全过程工程咨询推广演化博弈模型,基于Python语言对全过程工程咨询在乡村基础设施项目的推广博弈进行仿真分析。研究表明:只要项目成功率较高,企业的期望收益高于其感知成本,企业会自发选择应用;决策者的风险态度系数敏感性较弱,损失规避程度的敏感性较强,政府应加强风险管理,提高企业应用的信心;政府的补贴能起到积极作用,但效果并不显著。更多还原

【Abstract】 Enhancing the efficiency of rural infrastructure investment is of great significance to improve rural people’s livelihood issues. The whole process engineering consulting is an innovative management model that can effectively avoid fragmented management under the traditional management model, and it helps improve the investment efficiency of rural infrastructure and promotes rural revitalization. This paper constructs an "enterprise-government" evolutionary game model of whole process engineering consulting promotion by introducing prospect theory from the perspective of decision-makers’ perceived value. Based on the python language, the whole process engineering consulting promotion game in rural infrastructure projects is simulated and analyzed. Research has shown that as long as the project’s success rate is high and the company’s expected return is higher than its perceived cost, the company will spontaneously choose the application. In addition, if the decision-maker’s risk attitude coefficient is weaker, the loss aversion degree will be more sensitive, and the government should strengthen risk management or improve the confidence of enterprises in application. Besides, government subsidies can play a positive role, but the effect is not significant.更多还原
