【摘要】 改革开放40多年以来,我国经济飞速发展。与此同时,经济社会的快速发展与自然生态环境日益脱节的突出问题也逐渐显现出来。十八大以来,党和国家对我国城市生态建设高度重视,提出要认真做好国家森林城市的规划建设等相关工作,积极推进我国森林城市建设的战略方针。中国共产党十九大提出要重点关注我国当前的主要矛盾,即"人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾"。这不仅对公民的物质文化生活水平提出了新要求,更大大加强了对人民生活生态环境和其他生态环境产品及公共服务建设的高度重视。国家森林城市建设是牢固深化绿色发展理念,深化城乡生态绿化体系建设,弘扬和传播生态文化理念的重要手段。积极推动我国森林城市建设不仅能响应政府生态文明建设的战略号召,满足我国人民对优质生活环境的迫切需求,更有助于推动我国"美丽中国"建设。我国从2004年正式开始森林城市建设以来,不断探索,规范各种建设指标和监查审核体系。目前,我国森林城市评估指标逐渐趋于完善,森林城市建设蓬勃发展。截止2019年11月我国已有194个城市获得"国家森林城市"的称号。但是,在实际建设中依旧存在规划不合理,监督系统不完善,技术人才不足等问题。本文采用综述的方法,系统总结我国森林城市的管理现状、发展阶段和存在问题,并尝试从城市管理、建设城市规划、文化建设三个方面提出完善森林城市建设的建议举措,以期为我国森林城市建设管理提供借鉴。更多还原

【Abstract】 Since the reform and opening up,China’s economy has developed rapidly. At the same time,a serious problem,that the rapid development of economy and society is increasingly out of touch with the natural ecological environment,has also gradually emerged. Since the 18 th National Congress of the Communist Party of China,the Party and the state have attached great importance to urban ecological construction in China. They proposed to earnestly do a good job in the planning and construction of national forest cities and other related work. Local and government should actively promote the strategic principle of forest city construction in China. At the 19 th National Congress of the Communist Party of China,focused on the principal contradiction facing China today was proposed,namely "the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life". This not only puts forward new requirements for citizens’ material and cultural living standards,but also greatly strengthens the importance of public services for people’s living ecological environment and ecological environmental products in other related fields. The construction of national forest city is an important solution to strengthen the concept of green development,deepen the construction of urban and rural ecological greening system,and spread and carry forward the excellent ecological culture concept. Actively promoting the construction of forest cities in China can not only respond to the government’s strategic call for ecological civilization construction,but also meet the people’s urgent needs for living environment,and contribute to promoting the construction of a beautiful China in China. Since the construction of the forest city started in 2004,China has been exploring and standardizing various construction indicators and supervision and audit systems. At present,the indicators in China are gradually improving and the construction of forest cities is developing vigorously. As of November 2019,194 cities in China have been awarded the title of National Forest City. However,in the actual construction,there are still problems such as unreasonable planning,imperfect supervision system,lack of technical personnel and so on. This paper summarizes the management status,development stage and existing problems of modern forest ecological cities in China by the method of review. At the same time,the author tries to put forward suggestions and measures from three aspects of urban management,urban construction planning,ideological and cultural construction in order to provide references for the construction and management of forest cities in China.更多还原
