【摘要】 当前,我国农村反贫困工作业已进入"后脱贫时代",洞悉农村低保与扶贫开发制度的衔接与整合困境,对促进两项制度有效衔接以实现"后脱贫时代"农村贫困长效治理意义重大。在此背景下,借鉴公共政策过程理论,在将两项制度解构为精准识别、精准管理、精准帮扶、精准考核四个维度的基础上,分别从政策制定、政策沟通、政策执行、政策考核层面对两项制度展开政策过程视域下的比较分析。研究结果表明,识别机制政策设计不同、政策沟通遭遇严重障碍、政策执行环节出现偏差、政策评估体系存在差异是实现两项制度有效衔接的主要困境所在。基于此,分别从政策制定、政策沟通、政策执行、政策评估层面入手,提出促进两项制度有效衔接整合的具体路径,以此回应农村贫困长效治理的时代要求。更多还原

【Abstract】 At present, poverty eradication work in rural China has entered the “post-poverty era”. Insights into the cohesion and integration dilemma of rural subsistence allowances and poverty alleviation development systems are of great significance to promoting effective integration of the two systems to achieve long-term governance of rural poverty in the “post-poverty era”. In this context, drawing on the theory of public policy process, the two systems were first deconstructed into four dimensions: precise identification, precise management, precise assistance, and precise evaluation, and then from four aspects of policy formulation, policy communication, policy implementation, and policy evaluation; a comparative analysis was then carried out of the two systems from the perspective of the policy process. The research results have shown that main difficulties in realizing effective integration of the two systems lie in different policy designs of identification mechanism, serious obstacles encountered in policy communication, deviation in policy implementation, and difference in policy evaluation system. Based on this, a specific path to promote effective cohesion and integration of the two systems was put forward from policy formulation, policy communication, policy implementation, and policy evaluation, in order to meet the requirements of the times for long-term governance of rural poverty.更多还原
