【摘要】 基于2009—2018年我国30个省份的面板数据,采用主成分分析法和超效率DEA模型分别测度并分析省际互联网发展水平与产学研协同创新效率,从整体性和异质性角度考察两者间的影响关系。结果表明:互联网发展水平与产学研协同创新效率均存在显著的空间效应和时序效应,整体呈东高西低且渐趋上升的态势;互联网的快速发展能显著促进产学研协同创新效率的提升,这一"催化剂"作用在东部地区表现得尤为明显;相比于传统互联网时代,互联网的产学研协同创新溢出效应在新型互联网时期效果更佳,且呈现边际效应递增的特征。尤其值得注意的是,在对外开放与城市化的作用下,互联网发展对产学研协同创新效率的促进作用与消化吸收能力高度相关。新时代需以互联网发展为动力、高质量城市化为依托、消化吸收能力提高为根本,把握对外开放进程持续深入带来的产学研协同创新溢出机遇。更多还原

【Abstract】 Based on the panel data of 30 provinces in China from 2009 to 2018, this paper, with principal component analysis and super-efficiency DEA model, respectively measures and analyzes the inter-provincial Internet development level index and the collaborative innovation efficiency of industry-university-research institute and examines the relationship between them in the perspective of integrity and heterogeneity. The results show that there exist significant spatial and temporal effects in the development level of Internet and the collaborative innovation efficiency of industryuniversity-research institute, having the trend of being high in the eastern region and being low in the western region and gradually rising as a whole. The rapid development of Internet has been able to significantly promote the improvement of collaborative innovation efficiency of industry-university-research institute, and this“catalyst”has played a particularly obvious role in the eastern region. The spillover effect of industry-university-research institute collaborative innovation on the Internet is better in the new Internet era than that in the traditional Internet era, having the characteristics of incremental marginal effect. It is noteworthy that under the function of opening-up and urbanization, the promotion of the collaborative innovation efficiency of industry-university-research institute is highly correlated with digestion and absorption capacity by means of the development of Internet. In the new era, with the development of Internet as the driving force, the high-quality urbanization as the basis, and the improvement of digestion and absorption capacity as the fundamental, it’s necessary to grasp the spillover opportunities of industry-university-research institute collaborative innovation brought about by the continuously deepening of the opening-up process.更多还原
