【摘要】 双轨政治、乡政村治和"县政·乡派·村治"等乡村治理形态的经典论述勾勒出了一幅国家政权在乡村自治体之外徘徊的图景。随着国家政权建设走通最后一公里,深入乡村社会的国家政权与实现了体系化转型的基层自治并轨运行,从而呈现出并轨政治这一当代乡村治理体系新形态。该形态表明国家政权和基层自治之间并非只能是此消彼长的零和博弈,还可以是并行不悖的互动融合。并轨政治形成的动力不仅来自于国家和社会层面,还来自于城乡关系和基层自治层面。并轨政治有助于发挥乡村治理体系化优势,有助于将基层党组织的政治优势和组织优势转化为治理效能,有助于构建行政和自治多元融合的新格局,有助于解决行政有效而治理无效的问题。尽管如此,并轨政治依然存在着如何协调国家政权与基层自治的关系以及如何协调技术治理的利弊关系等现实问题。更多还原

【Abstract】 The classic expositions of “dual track politics”, “township administration and village autonomy” and “county administration, township guidance and village autonomy” outline a picture of the state power wandering outside the rural autonomy. However, with the construction of state power going through the last kilometer, the state power going deep into the rural society and the grass-roots self-government realizing the systematic transformation are running together, thus presenting a new form of contemporary rural governance system of “integration politics”. It shows that there is not only a zero-sum game between the state power and the grass-roots autonomy, but also an interactive integration. The motive force of the formation of “integration politics” not only comes from the national and social level, but also from the urban-rural relationship and grass-roots autonomy level. “Integration politics” helps to give full play to the systematic advantages of rural governance, to transform the political and organizational advantages of grass-roots party organizations into governance efficiency, to build a new pattern of multiple integration of administration and autonomy, and to solve the problem of “effective administration but ineffective governance”. In spite of this, there are still some practical problems such as how to coordinate the relationship between state power and grass-roots autonomy, and how to coordinate the advantages and disadvantages of technological governance.更多还原
