修程修制改革下的铁路运输企业经济效益测算模型构建

【摘要】 长期以来,我国铁路车辆的检修是以计划修为主,存在"过度修、过度检"问题。计划修转变为状态修,可大大降低检修频率,提高车辆利用率和运输效率,进而提高铁路运输企业的经济效益。文章基于铁路维修企业由计划修到状态修的修程修制改革,构建了铁路运输企业的经济效益测算模型,量化了铁路运输企业的经济效益,解决了计划修下单位收入与状态修下单位收入口径不一致的问题。以SHTLZB公司为例,假设状态修与计划修车辆载重利用率相同,且不考虑设备成本、管理成本和其他成本的情况下,得出计划修转变为状态修,C70车型货车可使货车收益增加26.13%,C80车型货车可使货车收益增加25.94%。

【Abstract】 For a long time, the overhaul of railway vehicles in China is mainly planned repair, and there exists the problem of over-repair and overinspection. The transition of planned maintenance to health maintenance can greatly reduce the maintenance frequency, improve the utilization rate of vehicles and transport efficiency, and thereby improve the economic benefits of railway transportation enterprises. In this regard, based on the reform of the repair system, this paper constructs the economic benefit calculation model of the railway transportation enterprise, quantifies the economic benefit of the railway transportation enterprise, and solves the problem that the unit income under the planned maintenance is inconsistent with the unit income under the health maintenance. This paper takes SHTLZB company as an example, assuming that the load utilization ratio of vehicles of planned maintenance and health maintenance is the same. The equipment cost, management cost and other costs are not taken into account. It is concluded that when the planned maintenance is changed to health maintenance, C70 can increase the revenue of freight cars by 26.13%, and C80 can increase the revenue of freight cars by 25.94%.
