【摘要】 为了解决政府绩效评估中的"过度中心化问题""高度权威化问题""评估主体单一化问题""评估指标泛化问题""评估内容固化问题""评估方法机械化问题",提出了利用区块链技术的可行性,以及产生的政府绩效评价道德风险和政府绩效软实力差评风险。指出规避政府绩效评估过程中出现的区块链技术风险,必须开发基于元区块链技术的干部绩效评价"私有公用链"和基于子区块链技术的政府绩效评价"共有私用链",以期推动政府绩效评价体系的科学化和规范化。更多还原

【Abstract】 In order to solve the problems of government performance evaluation, such as excessive centralization, high authority, simplification of evaluation subject, generalization of evaluation index, solidification of evaluation content and mechanization of evaluation method, this paper puts forward the feasibility of using blockchain technology, moral hazard of government performance evaluation and the risk of poor soft power evaluation of government performance. It points out that it is necessary to develop the private public chain of cadre performance evaluation based on meta-blockchain technology, and the public private chain of government social performance evaluation based on sub-blockchain technology, so as to avoid the blockchain technology risk in the process of government performance evaluation, and promote the scientization and standardization of government performance evaluation system.更多还原
