【摘要】 在中美贸易摩擦日趋严峻的新形势下,在全面深化政府采购"放管服"改革新要求下,如何做好进口采购工作成为高等教育管理领域的一个研究重点。进口设备对支撑高校科研条件保障建设、服务高校"双一流"重大战略举措具有重要作用,研究围绕中美贸易争端中高校进口设备采购工作所面临的形势,结合工作实际从政策法规、业务问题、风险机制、信息化建设等方面对高校进口设备采购管理工作存在的困难与问题进行分析,并就当前环境下如何做好进口设备采购管理工作提出了建议和对策。更多还原

【Abstract】 Under the new situation of increasingly severe trade frictions between China and the United States,for the new requirements of comprehensively deepening the reform of government procurement,how to do a good job in the procurement of imported equipment has become a research focus in the field of higher education management,and plays an important role in supporting the construction of scientific research,conditions guarantee and serving the " double firstclass" major strategic measures of universities.This paper analyzes the difficulties and problems existing in the purchase management of imported equipment in colleges and universities from the aspects of policies and regulations,business problems,risk mechanism,information construction and so on,and puts forward suggestions and countermeasures on how to do well in the job of imported equipment procurement management in the current environment.更多还原
