【摘要】 开放课题是国家重点实验室实现开放合作的重要方式之一,设立开放课题的目的是鼓励国内外高层次人才利用实验室平台的大型仪器设备开展创新性研究,提升实验室的科研水平促进人才培养和储备。通过文献查阅方法及实践探索,依据污染控制与资源化研究国家重点实验室开放课题现有管理制度,探讨开放课题"设立、执行、结题"三步走的管理模式。课题的设立围绕国家需求,面向大众,力争做到类型多元化;在执行过程中,做到管理信息化,加强实验室对课题的参与及监管;结题管理采用灵活的方式,规范评价指标。开放课题的优化管理推进其在科学发展中的积极作用。更多还原

【Abstract】 Open project is one of the key strategies to carry out the open policy of the state key laboratory.With largescale instruments and equipment,open project not only encourages the elites from home and abroad to actively engage in the scientific innovation,but guarantees a strong talent pool.Based on literature review and the existing management experience and the current situation of the open project of the State Key Laboratory of Pollution Control and Resource Reuse,the article explores a tentative three-step management mode of "establishing,implementing and concluding".Open project involves national demand, covering a diversified range from all walks of life.In the process of implementing,the State Key Laboratory participates in the open project supervision through informatization management.Open project is assessed in accordance with the specified criterion and can thus be concluded in a flexible way.The optimal management mode of open project will definitely play a positive role in the development of scientific research.更多还原
