【摘要】 农村一二三产业的融合发展,不仅是构建中国现代农业产业发展体系的重要举措,同时也是实现农业发展方式转变与农民增收的重要渠道。本研究归纳总结了辽宁省农业产业发展现状,发现辽宁省农村产业基础现状较好如农业综合生产能力稳步提升、"一县一业"优势凸显、农村服务业的支撑作用逐步增强和农村产业融合效果初显,但还存在产业纵向与横向融合度低,产业链条短、产业融合深度不够,互联网技术在农村产业发展上的应用滞后,经营主体制度创新不够,农民没有成为共享利益的主体等问题。建议采用"农业产业链延伸型""农业多功能拓展型"两种模式,支持发展农家乐、休闲农园等经营主体,推进农业与文化、旅游、科技和生态有机融合,并通过加强组织领导、强化政策扶持、完善公共服务、增强科技支撑与推动人才培训等农村产业融合支撑服务措施,保证两种模式有效推进。更多还原

【Abstract】 The integrated development of primary, secondary and tertiary industries in rural areas is not only an important measure to build a modern agricultural industrial development system in China, but also an important channel to realize the transformation of agricultural development mode and increase farmers’ income. After summarizing the development status of the agricultural industry in Liaoning Province, this study finds that the current situation of rural industrial base in Liaoning is better, such as the steady increase in agricultural comprehensive production capacity, the prominent advantage of "one county, one industry", the gradual increase in the supporting role of the rural service industry, and the initial good effect of rural industrial integration. However, there are still problems including low vertical and horizontal integration of industries, short industrial chains, insufficient depth of industrial integration, lagging application of Internet technology in rural industrial development, insufficient system innovation for business entities, and farmers not becoming the main body of shared interests. It is suggested to adopt two modes of "extension of agricultural industrial chain" and "multi-functional expansion of agriculture" to support the development of agritainment, leisure farms and other business entities, and promote the organic integration of agriculture and culture, tourism, technology, and ecology. The study also puts forward some measures to support the integration of rural industries, such as strengthening organizational leadership, strengthening policy support, improving public services, enhancing scientific and technological support, and strengthening personnel training, so as to ensure the effective advancement of the two models.更多还原
