政府驻地迁移与企业TFP:契机还是危机?

【摘要】 作为改变辖区空间布局的重要政府行为,政府驻地迁移有助于提高地区资源配置效率,但其对企业发展的影响尚不可知。基于此,文章在收集、整理中国地级市政府驻地迁移批示时间的基础上,结合中国工业企业数据库,实证检验政府驻地迁移的影响特征。研究发现政府驻地迁移显著促进了企业TFP提升,且这一影响与迁移距离存在正向关联。进一步分析发现政府驻地迁移具有一定"扶弱"倾向,在不利于高资本密集度、高补贴力度型企业发展的同时,有助于提升非国有企业TFP。文章研究结论在为地方政府驻地迁移管理提供参考的同时,也为理解政府在地区经济发展过程中所扮演的角色提供一个新视角。

【Abstract】 As an important government behavior to change the spatial layout of the jurisdictions, the government resident relocation will help improve the efficiency of regional resource allocation, but its impact on the development of the enterprise is still unknown. On the basis of collecting and sorting out the resettlement time of Chinese prefecture-level city government location, and combined with the Chinese industrial enterprise database, we empirically tested the impact characteristics of government resident relocation. The study found that government resident relocation significantly promoted corporate TFP promotion, and this impact is positively related to relocation distance. Further analysis found that government relocation has a certain tendency to "help the weak", and it is not conducive to the development of high-capital-intensive and high-subsidized enterprises, yet it helps to improve the TFP in non-state-owned enterprises. Our research conclusions not only provide a new perspective for clarifying the role of the government in the process of regional economic development, but also provide reference for local government relocation management.
