【摘要】 根据国家建设要求及天然气市场化不断发展,中国储气库未来仍有巨大建设空间。为了提高各投资主体建设积极性,促进独立专业化运营公司形成,使其从外生动力推动逐步转化为内生自发前进,需要从体制机制方面寻找解决途径。以中国储气库发展问题为导向,从储气库定位、发展路径、运营模式等方面进行分析研究,结合储气库发展规划,建议实行"三步走"发展战略,即依次从合资合作平台模式入手、逐步发展到储气仓储贸易公司模式、最后实现独立专业化运营公司的发展目标。更多还原

【Abstract】 Based on the national construction requirements and with the continuous development of natural gas marketizatio, there is still huge construction space for gas storage in China in the future. In order to improve the construction enthusiasm of various investors and promote the formation of independent professional operation companies, it is necessary to find solutions in terms of system and mechanism to gradually transform the development mode of gas storage business from exogenous motivation to endogenous spontaneous progress. Oriented to the development of China’s gas storage, this paper analyzes and studies the positioning, development path and operation mode of gas storage. In combination with the development planning of gas storage, it is suggested to implement the "three-step" development strategy, that is, starting from the joint venture and cooperation platform mode, gradually developing to the gas storage trading company mode, and finally realizing the goal of independent professional operation company.更多还原
