【Abstract】 The paper makes a review on the establishment of water right system in China through literature review and practical research. With consideration of problems and deficiencies, suggestions are made in line with water conditions and needs of the times. Establishment of water right system in the new age requires more emphasis on integrated regulation and coordinated development of water resources, implement strictest water resources management system, so as to achieve efficient utilization of water resources. By optimizing water allocation, it will promote transaction of water across regions. Integration of landscape, forest, field, lake and grass will ensure systematic governance.
