【摘要】 基于2006—2016年省域面板数据,从五大发展理念出发构建海洋经济高质量发展能力综合评价体系,利用组合赋权和topsis模型对中国沿海11省(区,市)海洋经济高质量发展能力进行评价。运用核密度估计模型和GIS空间分析技术探究中国海洋经济高质量时空演化规律。研究发现:(1)全国海洋经济高质量发展能力在研究期内呈现波动提升态势,高质量发展能力在沿海各地区间从低水平相近趋向高水平相异,从极化趋向分散;(2)地区间海洋经济高质量发展能力存在明显差异,并不断变化,较高水平和高水平地区一直都分别存在于三大海洋经济区中;(3)中国海洋经济高质量发展能力在六个维度上都有提高,但不同地区的各高质量发展维度,其能力也各不相同,综合能力高不代表各维度能力均高;(4)提质增效、创新驱动、开放包容、绿色低碳对海洋经济高质量发展能力的贡献率较大,而稳定持续和协调共享对其贡献较小。更多还原

【Abstract】 Based on the panel data of provincial regions from 2006 to 2016 and proceeding from five development concepts, a comprehensive evaluation system of the high-quality development capacity of marine economy was constructed, and the combination weight and TOPSIS model were used to evaluate the high-quality development capacity of marine economy in the 11 coastal provinces and cities of China.The core density estimation model and GIS spatial analysis technology are used to explore the spatio-temporal evolution law of high quality marine economy in China. The findings are as follows :(1) During the study period, the high-quality development capacity of the national marine economy presented a trend of fluctuation and improvement, and the highquality development capacity in coastal provinces and cities tended to be different from low level to high level, and from polarization to dispersion;(2) There are obvious differences and constant changes in the high-quality development capacity of marine economy between regions, and the high-level and the relatively high-level provinces and cities have always existed in the three major marine economic zones;(3) China′s high-quality development capacity of Marine economy has been improved in all the six dimensions, but different provinces and cities have different capabilities in each dimension of high-quality development. A high comprehensive capability does not mean a high capability in all dimensions.(4) Improving the quality and efficiency of marine economy,being driven by innovation, openness, inclusiveness and green and low-carbon development make a greater contribution to the marine economy’s capacity for high-quality development, while stability, sustainability, coordination and sharing make a smaller contribution.更多还原
