【摘要】 自然保护区与社区之间关系紧密,但也存在着一定的矛盾,社区参与被认为是化解矛盾的有效途径。当前,自然保护区社区参与存在长效机制和激励机制缺位、利益主体间的力量相差悬殊等问题。提高自然保护区管理中社区参与的实效,需以自上而下的构建和培育为主,建立上下联动的参与机制;构建明确的制度体系确定各方的权利和义务,发挥自然保护区管理部门主导作用,积极推进社区参与机制的常态化。更多还原

【Abstract】 There is a close relationship between nature reserves and communities,but there are also some contradictions.Community participation is considered to be an effective way to resolve these contradictions.At present,there are some problems in community participation in nature reserves,such as the absence of long-term mechanism and incentive mechanism,and the great difference in strength among the stakeholders.To improve the effectiveness of community participation in nature reserve management,we need to focus on top-down development and cultivation,and establish a participation mechanism with a top-down linkage.We need to determine the rights and obligations of all parties through a clear institutional system,achieve a lasting balance,give play to the leading role of the management department of nature reserves,and actively normalize community participation mechanism.更多还原
