【摘要】 构建多元化治理体系是持续解决生态环境问题的必然之路,多元参与的关键在于各主体的自觉和共赢。政府、市场和社会主体因面临法制失衡、体制单一和机制不协调等困境,多元合力尚未形成。多元参与的动力机制源于政府的理论自信和体系完善、市场的逐利本质与伦理遵循、社会的意愿激发和参与保障,互动机制源于政府与市场的绿色发展、政府与社会的协同治理、市场与社会的互利共赢。多元生态环境治理体系的实现路径在于4个方面:(1)生态价值理念共识;(2)建设多元协同的法规政策体系;(3)明晰主体架构,发展社会力量;(4)以多元主体的内在动力机制和外部互动机制为基础,不断完善多元协同的监管、市场和补偿机制。更多还原

【Abstract】 Multiple governance system is aninevitable way to solve the ecological environment problems.The key of multiple participation lies in the consciousness and mutual benefit of each subject.The government, market and society subjects have not formed multiple resultant forces due to the difficulties of legal system imbalance, single system and uncoordinated mechanism.The driving mechanism of multiple participation originates from the theoretical self-confidence and system improvement of the government, the profit-seeking nature and ethical compliance of the market, the willingness stimulation and participation guarantee of the society.The interaction mechanism stems from the green development of government and market, the collaborative governance of government and society, and the mutual benefit of market and society.The realization path of multiple ecological environment governance system lies in four aspects:(1) The multiple subjects should reach the consensus concept of ecological value.(2) It is necessary to establish amultiple collaborative regulatory policy system.(3) The main structure should be further clarified and social forces should be developed.(4) Based on the internal dynamic mechanism and external interaction mechanism of multiple subjects, the supervision, market and compensation mechanism of multiple coordination should be continuously improved.更多还原
