【Abstract】 In the opening year of the 14 th Five-Year Plan,many local colleges and universities are thinking about the connotation development of colleges and universities during the period of the 14 th Five-Year Plan,putting forward the construction ideas of high-quality development,especially focusing on the construction of " emerging three disciplines",expecting to find a strong developing point. The bottleneck of the construction of " Emerging Engineering" in local colleges and universities is the short board restricting high-quality development. It is necessary to seek a breakthrough in the construction and teaching reform of " Emerging Engineering".
