【摘要】 目的了解昆明市、县两级性病防治现状。方法采用中国疾病预防控制中心、性病控制中心设计的调查问卷,以及《云南省性病防治工作方案(2018—2020年》中的"性病综合防治信息年度报表",对市、县两级性防体系的现状进行调查。结果昆明市、县两级性病防治机构均由各级疾病预防控制中心或皮防所或社会事业局下设办公室承担。市级性病防治工作主要包括性病监测、临床诊疗、实验室管理、高危人群干预、信息平台管理、培训督导和社会组织管理,并承担全市规范化性病诊疗服务工作的技术指导。主要工作包括性病监测、实验室检测、高危人群干预、信息平台管理、培训督导和社会组织管理,无机构开展规范化性病诊疗服务技术指导工作;在编在岗性病防治专职人员2人,兼职17人。本科以上学历占57.9%,中职以上占26.3%,执业医师占42.1%;(2017—2019)年中央、省、市、县防治经费共投入597万元;市、县两级性病实验室均与艾滋病筛查或免疫检测实验室合用;全市中的性病诊疗机构能同时开展梅毒、淋球菌、生殖道沙眼衣原体感染、滴虫、生殖器念珠菌、细菌性阴道病试验的占33.3%。规范化性病示范门诊中能同时开展上述实验室项目的占23.5%;市、县两级每年均开展涵盖性病诊疗、实验室、质控和疫情报告的培训。2019年,昆明市有10个县(市)区提供梅毒治疗的15家医疗机构存在BP短缺。结论昆明市的性防体系建设虽然能够完成性病常规监测和检测工作,但应建立集预防控制、诊断治疗、随访管理于一体的性病防治管理机构,建立和完善疾控机构、医疗机构、性病防治专业机构的医防合作体系,推动性病防治工作的发展。更多还原

【Abstract】 Objective To understand the current situation of prevention and control system construction of sexually transmitted diseases(STD) at city and county levels in Kunming City. Methods The questionnaires designed by the STD control center of China Center for Disease Control and Prevention and Annual Report of Comprehensive Prevention and Treatment Information of STD in the Work Program of STD Prevention and Treatment in Yunnan Province(2018—2020) were used to investigate the current situation of prevention and control system of STD at city and county levels. Results The STD prevention and control institutions at the city and county levels in Kunming are all undertaken by the Center for Disease Control and Prevention or by the offices under the Dermatosis Prevention and Treatment Institute or the Social Services Bureau. Municipal prevention and treatment of STD mainly include STD surveillance, clinical diagnosis and treatment, laboratory management, high-risk group intervention, information platform management, training and supervision, social organization management, and undertake the technical guidance of the standardized STD diagnosis and treatment services in the whole city. At county level, the STD prevention and control mainly includes STD surveillance, laboratory testing, high-risk group intervention, information platform management, training and supervision, social organization management, and there is no institution to carry out the technical guidance of standardized STD diagnosis and treatment service. There are 2 full-time STD prevention and control staffs, 17 part-time workers, 57.9% of them have bachelor’s degree or above, 26.3% of them have medium-grade professional title or above, and 42.1% of them are practicing physician.From 2017 to 2019, 5.97 million yuan was invested in the prevention and control funds of the central government, provinces, cities and counties, in Kunming.The STD laboratories at the city and county levels are used jointly with the AIDS screening or immunological detection laboratories.In the whole city, 33.3% of the STD diagnosis and treatment institutions could simultaneously detect syphilis, gonococcus, genital chlamydia trachomatis infection, trichomonad, genital candidiasis and bacterial vaginosis. 23.5% of the standardized STD demonstration clinics could carry out the above laboratory projects at the same time. Training including STD diagnosis and treatment, laboratory, quality control and report of epidemic situation were carried out at the city and county levels every year.In 2019, there was a BP shortage in 15 medical institutions providing syphilis treatment in 10 counties(cities) in Kunming. Conclusion Although the construction of the STD prevention and control system in Kunming can complete the routine surveillance and testing of STD, it is necessary to establish a management organization of prevention and control, diagnosis and treatment and follow-up management of STD, establish and improve the medical and prevention cooperation system of disease control institutions, medical institutions and professional institutions of prevention and control of STD, and promote the development of prevention and control of STD.更多还原
