【摘要】 新中国华侨华人救灾政策呈现出阶段性变化,在不同阶段,党和政府对华侨华人救灾的参与态度和开放程度不同,并呈现出政策优待、统筹化与法制化趋势明显、动员组织与政策激励并存、加强服务管理等特征。这一政策演变与民族情感和历史传统、主流国际救援观念、国内外形势等均有一定的关系,并在事实上对华侨华人参与新中国救灾的规模、流向、程度等方面产生了重大影响。更多还原

【Abstract】 The disaster relief policies for overseas Chinese in New China presents phased changes, in different stages, the Party and government’s attitude and openness to overseas Chinese in disaster relief are different, and present the characteristics of preferential policies, obvious trend of overall planning and legalization, coexistence of mobilization organization and policy incentive, and strengthening service management. The evolution of the disaster relief policies is related to the national emotion and historical tradition, the mainstream international rescue concept, and the situation at home and abroad, and in fact the policies also have a significant impact on the scale, flow direction and degree of overseas Chinese participating in disaster relief in New China.更多还原
