【摘要】 为加强飞行冲突管理,提升空域使用效率,促进多种航空器融合运行的实现,本文在现有基于地表上下一定范围空间权的基础上,提出了航空器运行所需空间利用权的概念,分析了该权利的多维性、动态性以及协调性特征。通过引入航空器运行所需空间利用权保护区以及相关的保护区结构分类,本文描述了航空器运行所需空间利用权在实施过程中需要确定的空间范围、空间权利优先级,并结合航空器运行所需空间利用权概念提出了优化后的飞行冲突管理流程。更多还原

【Abstract】 In order to strengthen flight conflict management, improve airspace utilization efficiency and promote combined operation of multiple types of aircraft, based on the space rights above or below the land surface, this article presents the Required Aircraft Operation Space Utilization Rights(RAOSUR) concept and analyzes the characters of multi-dimensions, dynamicness and coordination of the rights. By introducing the RAOSUR Protection Space and related space structural classification, this article also describes the space scope and space rights priority that need to be identified during the implementation, and provides the optimized flight conflict management process under the RAOSUR concept.更多还原
