论新时代饲料工程项目设计建设的原则
Principles of design and construction for feed engineering projects in the new era
【摘要】 饲料工程项目设计与建设的质量对饲料生产线建成后的生产质量、效率、能耗、成本、生产安全、环境等都会造成长期影响。因而,饲料工程项目的设计、建设中必须坚持正确的设计与建设原则。在以往的饲料工厂设计文献包括教材、设计手册、专业书籍等中,介绍的设计原则主要是技术上可行,经济上合理、节约用地。当前,我国饲料工业已进入创新驱动、绿色发展的新时代,需要贯彻"创新、协调、绿色、安全、高效、优质"的新发展理念,需要适应新时代的设计建设原则。为此,提出了饲料工程项目设计建设要坚持的八项原则,即合法合规原则、达标原则、安全第一原则、创新性原则、协调高效原则、绿色环保原则,"新基建"原则以及经济性原则,并对这些原则进行了阐述,供相关人员参考。
【Abstract】 The design and construction quality of new feed engineering projects will have a long-term impact on the production quality,efficiency,energy consumption,production cost,production safety and environmental effects of the project put into operation.Therefore,the correct design and construction principles must be abided by in the new feed engineering project.The old design principles of feed engineering projects in the teaching book,handbook and other books are advanced in technology,economically reasonable and feasible,land saving,etc.At present,China’s feed industry has entered a new era of innovation-driven and green development.It needs to carry out the new development concept of "innovation,coordination,green,safety,high efficiency and high quality" and adapt to the design and construction principles of the new era.To this end,eight principles to be adhered to in the design and construction of feed engineering projects are proposed,namely,legal compliance,principle of standard reached,principle of safety first,principle of innovation,principle of coordinate and high efficient,principle of green and environment protection,principle of new capital infrastructure and principle of economy and expounded on these principles for reference by relevant personnel.
