【摘要】 金融科技的应用引发了金融领域的革命性变化,也催生了传统监管模式难以应对的金融风险。英国、澳大利亚等国相继推出监管沙箱这一金融科技监管模式,有效平衡了风险防范和金融创新的关系。我国在长期改革中形成的试点机制为监管沙箱的引入提供了丰富的本土资源。中国式监管沙箱的构建要立足于试点机制的本土资源,吸收域外监管沙箱的实践经验,创新监管理念,明确监管沙箱的运行主体、标准和程序,确立以实质性创新为核心的准入规则,完善信息披露和消费者保护规则,系统构建部门协同、行业协作、央地结合的金融科技监管沙箱。更多还原

【Abstract】 Advances in fintech have led to revolutionary changes in the financial sector,which has also given rise to financial risks that traditional regulatory models cannot cope with.Regulatory sandbox,a fintech regulatory model,has been introduced by the UK,Australia and other countries,which effectively balances risk prevention and financial innovation.The"pilot"mechanism formed in China’s long-term reform makes the regulatory sandbox have local resources.The construction of Chinese-style regulatory sandbox should be based on the local resources of the"pilot"mechanism,which can absorb the practical experience of regulatory sandbox outside the region.At the same time.The supervision concept is innovated to clarify the operation subject,object and process of the regulatory sandbox,and the access standard with "substantive innovation"as the core is established.We will improve rules on information disclosure and consumer protection,and build a systematic sandbox mechanism for fintech supervision that combines departmental coordination,industry collaboration and central and local authorities.更多还原
