【摘要】 联合国教科文组织(NUESCO)、经合组织(OECD)和欧盟(EU)作为具有国际影响力的重要机构,分别制定了高等教育质量保障的规则标准、框架体系和行动指南。从质量保障内涵和目标上看,UNESCO强调政策引导、OECD注重多维统筹、EU突出质量评估。从质量保障框架上看,三大国际组织主要聚焦于内外部质量保障机制、质量保障机构、质量文化以及国际合作等方面。借鉴国际组织经验,我国高等教育质量保障应构建内外互通的质量保障体系;健全独立自主的质量保障机构;发展自觉自信的质量保障文化;加强国际合作的质量保障认知。更多还原

【Abstract】 As important institutions with international influence, the United Nations Educational,Scientific and Cultural Organization(UNESCO),the Organization for Economic Cooperation and Development(OECD)and the European Union(EU)have formulated corresponding rules, framework systems and action guidelines for quality assurance of higher education. In terms of the connotation and objectives of quality assurance, UNESCO emphasizes policy guidance; OECD pays attention to multidimensional integration; and EU emphasizes quality assessment. From the perspective of quality assurance framework, the three major international organizations mainly focus on internal and external quality assurance mechanisms, quality assurance institutions, quality culture and international cooperation. Learning from the experience of international organizations, China’s higher education quality assurance should build a quality assurance system with internal and external communication, improve independent quality assurance institutions, develop a self-conscious and self-confident quality assurance culture, and strengthen the quality assurance awareness of international cooperation.更多还原
