【摘要】 垃圾处置是关系到国计民生的大事,有着重要的经济效益、社会效益以及"减污降碳"的环境效益。"十三五"期间,在政策支持下,我国垃圾焚烧发电行业得到快速发展。本文对该时期行业政策、技术、运营、市场等情况进行分析,结合我国碳达峰、碳中和目标,对"十四五"时期垃圾焚烧发电行业的发展趋势进行了展望。本文认为在行业规模增速放缓、市场下沉、补贴"退坡"、垃圾分类、碳减排等多重因素叠加影响下,"十四五"期间垃圾发电企业将着力于"降本增效"和"减污降碳",提升垃圾综合利用效率,改善运营管理水平,提速适应绿色低碳新形势。建议相关部门、地方政府、金融机构与龙头企业形成共抓合力,推动行业专业化整合,引导垃圾处置走向高质量发展之路。更多还原

【Abstract】 Solid waste disposal is a major event related to the national economy and people’s livelihood, and plays important economic and social benefits, as well as environmental benefits of “pollution reduction and carbon reduction”.During the “13 th Five-Year Plan” period, with the support of policy, the waste incineration power generation industry in our country has developed rapidly. Through the analysis of related technology, policies, operations, and markets during this period, combining the background of our country’s carbon peak and carbon neutrality, the development trend of this industry during the “14 th Five-Year Plan” period was forecasted. It is believed that that under the superimposed influence of multiple factors such as the slowdown of industry scale growth, the sinking of the market, the reduction of subsidies, waste classification, carbon emission reduction, etc., waste-to-energy companies will focus on reducing costs and increasing efficiency during the “14 th Five-Year Plan” period, increasing the use of waste, improving the efficiency of operation and management, and speeding up to adapt to the new green and low-carbon situation. Among them, the advantages of industry-leading enterprises and state-owned enterprises will be more prominent.
