城市规划管理技术规定的自动化核查方法初探
An Automated Code Checking System for Technical Regulations in Urban Planning Management
【摘要】 随着我国各大城市逐步进入"有机更新"阶段,建设项目容积率更高、地块面积更小、与周边建成环境的相互影响关系更突出、各种功能混合的新情况更复杂。审批部门在面对这些技术难度增加的同时,还要缩短审批时间来改善营商环境。这里从审批所遵循的各地城市规划管理技术规定入手,基于设计自动化方法,探索如何对日常建设项目报件的合规性进行自动核查,涉及:项目描述方式的技术选型、作业流程设计、二维图纸的三维重建标准与算法设计、建筑间距等典型法条的算法设计与实现示例。以上海市黄浦区验证的效果来看,技术路径可行,在显著缩短作业时间外,还大大减少人为疏漏、避免个人间对法规的理解差异、明确界定主观裁量空间。
【Abstract】 As an increasing number of cities in China have entered a so-called“organic renewal”era,the context of building projects features higher FAR,smaller land plots,closer relationships with surrounding buildings,more mixed functions. Facing these difficulties,the approval authority has to improve the business environment by shortening the approval time. Starting from the technical regulations of urban planning management followed by the approval in different cities,this study explores how to build an automated code checking system that investigates the CAD drawings and digital tables in the document according to Technical Regulations in Urban Planning Management for every city. The method includes choosing a proper description for the buildings,designing the workflow,reconstructing 3 D data from 2 D drawings,and taking an example with the codes about distances between buildings. With the effects verified in Huangpu District,Shanghai,the technical path is feasible,and in addition to significantly shortening the operation time,it also greatly reduces artificial omissions,avoids differences in the understanding of regulations among individuals,and clearly defines the boundary for subjective discretion.
