【摘要】 在文献评述的基础上,结合经典理论与经验世界的推论,构建了地方分权改革影响县域公共教育资源供给的理论机理,并以四川省扩权强县改革试点为例,实证检验了地方分权改革对县域公共教育资源供给的多维影响效应。理论分析认为,地方分权改革对县域公共教育资源供给的影响表现为分权激励效应、选择替代效应、空间溢出效应和调节效应。实证研究发现,地方分权改革对激励县域公共教育资源供给的总体效应明显,但在分阶段、长时序的分权激励效应有渐次势弱的趋势,而强县与弱县之间分权改革对公共教育资源供给的改善存在结构性差异。未来地方分权改革应坚持"增量管理、分类推进、综合考核"的优化策略。更多还原

【Abstract】 On the basis of literature review,combined with classical theories and empirical world inferences,this paper constructs the theoretical mechanism of the influence of local decentralization reform on the supply of county public education resources,and empirically tests the multi-dimensional effect of local decentralization reform on the supply of county public education resources by taking the reform pilot of“expanding power of county”in Sichuan Province as an example.Theoretically,the influence of local decentralization reform on the supply of county public education resources is shown as“decentralization incentive effect”,“substitution effect”,“spatial spillover effect”and “moderating effect”.Empirical research shows that the“aggregate effects”of local decentralization reform on stimulating the supply of public education resources in counties is obvious,but the“decentralization incentive effect”in stages and long time series tends to be“weak”gradually,while there are structural differences between strong and weak counties in improving the supply of public education resources.The local decentralization reform should adhere to the optimization strategy of“incremental management,classified promotion and comprehensive assessment”in the future.更多还原
