【摘要】 省属高校研究生资助管理绩效评估是针对管理过程进行的动态性评估,其目的是为决策者及时提供科学依据。本文结合我国政府关于省属高校研究生资助管理的阶段性目标要求,采用德尔菲法进行初始指标的提出,进而运用能力层次分析法(AHP)进行判断权重一致性。主要建构的指标体系包括:制度建设、政策落实、资金管理和信息管理4个一级指标、17个二级指标和42个三级指标。基于33个省市、自治区以及计划单列市数据的评估结论是:研究生资助制度建设全面,资助政策贯彻落实比较到位,资金管理基本符合政策规定,信息化建设等方面成效明显;但存在还款救治机制缺位,资助经费占事业费比例较低,生均贷款额度不足,资助经费预算与支出失衡等问题。从评估分值结果看,基本呈现出东、中、西依次降低的分布趋势。所得结论将为改革完善我国省属高校研究生资助政策,提供客观性、参考性和可行性的政策依据。更多还原

【Abstract】 The performance evaluation of the graduate student financial aid management in provincial universities is a dynamic evaluation of the management process,which is aimed to provide scientific foundation for decision makers in time.This study puts forward the initial indicators by using Delphi method,and proceeds the weight consistency judgement by using Analytic Hierarchy Process,taking into account the stage goals of financial aid management for the provincial universities set by the Chinese government.The main indicator system includes four primary indicators,including system construction,policy construction,fund management and information management,as well as 17 secondary indicators and 42 tertiary indicators.The evaluation concluded that,the construction of graduate student financial aid system is complete,the implementation of financial aid policies is relatively up to standard,the fund management basically conforms to the policy,and the effect of information construction is obvious.However,there are some problems.For example the repayment mechanism is not satisfactory,the proportion of financial aid funding in the operating expenses is low,the amount of loan per student is insufficient,and the budget and expenditure of financial aid funding is unbalanced,etc.The evaluation results show that,the evaluation score distribution trend of the East,the Middle and the West decreased in turn.The conclusion will provide an objective,referential and feasible policy basis to reform and improve the graduate student financial aid policy in provincial universities.更多还原
