对新型基础测绘的再认识

【摘要】 基础测绘是测绘地理信息立业之基。物联网、互联网、大数据、云计算和人工智能等技术的不断进步以及"智慧城市""生态文明"等国家战略的推进促使基础测绘改革升级,新型基础测绘应运而生。阐述了新型基础测绘产生的背景以及基础测绘与新型基础测绘的基本概念,并从测绘体系建设、实景三维建设、按需测绘、多测合一、基础测绘与基础地理信息、基础地理信息与专题地理信息、联动更新等视角剖析新型基础测绘应具有的内涵。新型基础测绘应在统一时空框架下,构建高精度的地表和地形三维模型,并在这些高精度三维模型上,按需生成不同应用需求的场景模型,按需生产不同要素、不同尺度、颗粒度的地理信息产品。

【Abstract】 Basic surveying and mapping is the foundation of surveying and geographic information. The continuous advancement of technologies such as the Internet of Things, the Internet, big data, cloud computing and artificial intelligence, as well as the advancement of national strategies such as "smart cities" and "ecological civilization",have promoted the reform and upgrading of basic surveying and mapping. New basic surveying and mapping came into being. This article expounds the background of the new basic surveying and mapping and the basic concepts of basic surveying and new basic surveying and mapping, and the connotation of new basic surveying and mapping has been analyzed from the perspectives of the construction of surveying and mapping system, three-dimensional construction of real scenes, surveying and mapping on demand, integration of multiple surveys, basic surveying and basic geographical information, basic geographical information and thematic geographical information, linkage update, etc. The new basic surveying and mapping should build high-precision three-dimensional models of the surface and terrain under a unified space-time framework. Based on these high-precision three-dimensional models, different scene models can be generated to satisfy different application requirements on demand, and geographic information products with different elements, different scales and particles on demand can also be produced.
