【Abstract】 Focusing on activating the stock of scientific and technological talents in Jilin Province for effective operation,the paper proposed some countermeasures such as exploring a de-administration management mode,implementing “one policy for one institute”to gather talents from multiple sources and try to promote the joint construction of various industrial technology research institutes by both provincial government and institutes,guiding the reform of the scientific and technological system in the province through innovative exploration of new R&D platform systems and mechanisms,giving full play of vocational education by implementing deep integration of industry and education and exploring the alignment of region-based technical talent cultivation to national strategic development of " China Made 2025",and deepening the implementation of the innovationdriven strategy to promote the transformation of science and education advantages to double innovation advantages in Jilin Province.更多还原
