【摘要】 环境规制是一种强制性的制度变迁,是一个涉及中央政府、地方政府和排污企业三个参与主体的双重博弈。本文以河北定州再生资源产业为例,调研了环境规制在再生资源企业从家庭作坊式的经营模式向园区集聚式经营模式转变过程中所发挥的作用和存在的问题,发现园区集聚式和家庭作坊式经营模式并存的原因在于投资门槛过高、挤出效应的存在及政府执法力度不够。在此基础上,本文提出了明确地方政府环境审核指标内容、发挥公众监督作用、推动再生资源行业横向"做大"、纵向"做长"的发展思路。更多还原

【Abstract】 Environmental regulation is a mandatory institutional change, and a double game involving the three participants of central government, local governments, and pollution-discharge enterprises. Taking the renewable resources industry of Dingzhou of Hebei as an example, this paper makes a survey of the role and existing problems of environmental regulation in the shift of renewable resources enterprises from the family-workshop operation mode to the park-aggregation operation mode, and finds that the coexistence of the two modes are because of the excessively high threshold for investment, existence of extrusion effect and weak law-enforcement. Based on the above, this paper puts forward the development thoughts of specifying the environmental examination index content for local governments, giving play to the role of public supervision, and promoting the renewable resources industry to become"big" horizontally and "long" longitudinally.更多还原
