【摘要】 在跨国犯罪、非法移民、恐怖主义等非传统安全威胁不断加剧的国际形势下,各国开始寻求警务合作来加以应对。相比于正式国际警务合作,非正式国际警务合作具有效率性、简易性、灵活性的特点,是正式国际警务合作的重要补充。其能够降低合作成本,高效应对安全威胁,减少在合作过程中他国"搭便车"行为的出现,推动正式警务合作的开展,顺应我国公安工作国际化的发展目标。我国应当充分发挥驻外警务联络官的积极作用,重视非正式警务合作向正式警务合作的转化,加强警务人员培训教育,积极参加、组织国际警务交流活动,构建多元立体的非正式国际警务合作网络,以发挥非正式国际警务合作的强大威力。更多还原

【Abstract】 In the international situation of transnational crime, illegal immigration, terrorism and other non-traditional security threats, countries began to seek police cooperation to deal withsuch threats.Compared with formal international police cooperation, informal international police cooperation is characterized by efficiency, simplicity and flexibility, and is an important supplement to the formal international police cooperation.It can reduce the cost of cooperation, effectively deal with security threats, reduce the appearance of “free-riding” behavior of other countries in the cooperation process, promote the development of formal police cooperation, and conform to the goal of internationalization of China’s public security work.We should give full play to the positive role of foreign liaison officers of the police, attach importance to informal policing cooperation to the formal police cooperation, strengthen police training education, actively participate in and organize activities of international policing cooperation and build multivariate stereoscopic informal international policing cooperation network.更多还原
