高校教师分类管理制度的演进特征与未来发展路向探析

【摘要】 高校教师分类管理制度主要指国家和高校为加强教师队伍建设,激发教师的工作积极性在教师分类聘任、分类流动、分类进修、分类薪酬、分类考核、分类退出等方面所制定的一系列规则规范体系。自新中国成立以来,分类聘任呈现出从"人"到"岗"的变化;分类流动显示出从"计划调剂"到"市场引导"的变化;分类进修体现出从"获得型"到"发展型"的变化;分类薪酬发生了从"身份属性"到"业绩属性"的变化;分类考核有着从"单一"到"多元"的变化;分类退出则表现出"行政决定"到"契约管理"的变化。新时期优化高校教师分类管理制度的总体要求就是要健全和完善其规则规范体系。为此,要把握的路向是:通过高校教师分类管理实现高校教师专业发展和高校教师人力资源开发的有机统一,实现高校教师分类管理与高校分类发展的协同,实现高校教师队伍发展与高校管理者队伍发展的一路同行。

【Abstract】 The classified management system of university teachers mainly refers to a series of rules and regulations formulated by the state and universities in the aspects of classified appointment, classified personnel flow, classified mid-career studies, classified salary, classified assessment, classified demission, in order to strengthen the construction of teacher team and fuel teachers’ enthusiasm for work. Since the founding of the PRC, classified employment has changed from "person" to "post"; classified personnel flow from "planned placement and transfer" to "market guidance"; classified mid-career studies from "acquisition type" to "development type"; classified salary from "status attribute" to "performance attribute"; classified assessment from "single-standard" to "multi-criteria"; classified demission from "administrative decision" to "contract management." Classified management system in the new era should generally optimize the system of rules and regulations. Direction for future development includes integrating university teacher professional development with university teacher human resources development through classified management of university teachers; coordinating university teacher classified management with classified development of universities; paying equal attention to the development of university teacher team and management team.
