【Abstract】 Constructing a "dual circulation" new development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement is an important strategic initiatives of the Party Central Committee to solve the puzzle of sustainable and high-quality economic development under the background of significant changes in the domestic and international environments.The "dual circulation" has played an important role in the adjustment of the economic development strategy of various provinces and cities.
